Cecilia F. Seip was born on March 14, 1912, in Hancock, MI. She graduated from St. Patrick's High School and married Richard H. Seip on January 5, 1946. Cecilia worked as a secretary at the Michigan College of Mining and Technology. Also, she worked for A. O. Smith Corp in Chicago before retiring in 1958. She was a member of St. Mary Catholic Church in DeKalb, Catholic Daughters of America #996, and The Altar and Rosary Society.

Cecilia F. Seip of DeKalb died on Thursday, December 4, 2014, at the age of 102. In her passing, she left a testamentary gift left to the DeKalb County Community Foundation. The gift created the Richard & Cecilia Seip Scholarship Fund. The Fund provides an annual award to a deserving student at the University of Chicago School of Law. Through yearly distributions from the Fund, Cecilia leaves a legacy of love and care to others.
